Has Washington been a good Stuard of our Tax Dollars?

A lot of people blame Pres. Obama for the way our tax dollars are being wasted on things like "$400K plus on How to use a Condom". The Pres. really has nothing to do with the spending. Congress/House Reps. passes and spends the money bills. Under a Demo. Congress we are going to spend more money. They feel a need to help people without any strings. The Pres at most is in Office for 8yrs. The rest of those crooks are usually there for life. It is no ones fault except for us un informed voters. We keep sending them back to Washington..so they think they are doing what we want them to do. So I have Identified the enemy and it is us.
